The GENIUS Act establishes a federal chartering path for Permitted Payment Stablecoin Issuers (PPSIs) through the OCC. Issuers above $10B in outstanding stablecoins must obtain a federal charter; below that threshold, state-chartered issuers operate under state frameworks with federal backstop provisions. The CLARITY Act provides complementary legislative framing for how digital asset issuers interact with existing securities and banking law.
